D. (i) Replacement of the HVAC systems in the Municipal Court and at the Police Pistol Range and (ii) acquisition of new additional or replacement equipment and machinery for the use of the DPW consisting of (a) a trailer mounted leaf vacuum machine and (b) a compressor.

E. Undertaking of the 2026 Road Resurfacing Program (including drainage improvements and curb and sidewalk replacement, where necessary) at various locations, as set forth on a list on file with the Borough Clerk and hereby approved and incorporated herein by this reference thereto. Depending upon the contract price and other exigent circumstances, and upon approval by the Borough Council, there may be additions to or deletions from the aforesaid list. It is hereby determined and stated that said roads being improved are of "Class B" or equivalent construction as defined in Section 22 of the Local Bond Law (Chapter 2 of Title 40A of the New Jersey Statutes Annotated, as amended; the "Local Bond Law").

Plans, Specifications and forms of bid for the proposed work prepared by Richard A. Alaimo
Associates, Municipal Engineer, have been filed in the office of said ENGINEER, at 201
Willowbrook Blvd., Wayne, New Jersey 07470, and may be inspected by prospective bidders
during the regular business hours. Bidders will be furnished with a copy of the Specifications,
Plans and Proposal by the ENGINEER at the cost of preparation thereof, $60.00, nonrefundable;
plus $10.00 postage and handling if mailed. Checks shall be made payable to RICHARD A.
ALAIMO ASSOCIATES

Bids must be made on the standard Proposal form in the manner designated therein and must be
enclosed in a sealed envelope bearing the name and address of the bidder and the name of the
project on the outside, addressed to the Borough of Elmwood Park, and must be accompanied by
Certified Check, Bid Bond or Cashier’s Check drawn to the order of the Borough of Elmwood
Park for ten percent (10%) of the total amount bid, provided said security need not be more than
$20,000.00. All bid guarantees shall be accompanied by an executed consent from an approved
surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the
required Performance and Maintenance Bond upon the award of contract. 

The signed Proposal forms and bid security must be delivered to the place and on or before the
hour named above. The accepted bidder must sign the contract within ten (10) days after the
Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three
apparent lowest responsible bidders. All other bid securities will be returned within three days
after awarding and signing of the contract and approval of the Contractor’s Performance Bond,
Saturdays, Sundays, and Holidays excepted.

This contract is subject to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A.
40A:11-1, et seq.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C.
17:27 (Affirmative Action Law); P.L. 2004, c.57 (Business Registration Act); and P.L. 2003,
c.91 (Public Works Contractor Registration Act).

Sealed bids for this project are being solicited through a fair and open process in accordance with
N.J.S.A. 19:44A-20.5 et seq.

The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such

A hearing on the Budget and Tax resolution will be held at the Municipal Building, on May 21st, 2026 at 7:00 o’clock P.M. at which time and place objections to the Budget and Tax Resolution for the year 2026 may be presented by taxpayers or other interested persons.

Notice is hereby given that the following introduced ordinance was read and passed on first reading at the Special Meeting of the Mayor and Council of the Borough of Elmwood Park, Bergen County, NJ held on Thursday, April 23, 2026 and that said ordinance will be taken up for further consideration by the Borough Council at the Regular Meeting to be held in the Council Chambers of the Municipal Building, 182 Market Street, Elmwood Park, NJ on Thursday, May 21, 2026 at 7:00PM or as soon thereafter as the matter can be reached, at which time and place all persons who may be interested therein will be given an opportunity to be heard concerning same.
