RECOMMENDATIONS
It is recommended that:
- Unfunded improvement authorizations that are over five years old, where projects have been
completed, be funded through either a budget appropriation or through the issuance
of temporary or permanent debt.
- All cash receipts/revenue collections be properly recorded within the accounting software
to facilitate a more accurate reflection of departmental revenue and subsequent postings
to the general ledger.
- Purchase orders be encumbered when contracts are awarded and prior to the ordering of
goods and services.
- With respect to contracts awarded in excess of the bid threshold subject to the Local Public Contracts Law, it is recommended that:
- Emergency contract be ratified by the governing body and included in the official minutes.
- Requirements for the awarding of contract through the use of national cooperative purchasing agreements be adhered to in accordance with NJSA 52:34-6.2.
- All contracts and change orders approved by the governing body be encumbered when awarded.
- A report of accumulated sick and vacation time by employee be maintained on a current basis and be made available for audit on a timely basis.
The above synopsis was prepared from the audit of the Borough of Elmwood Park, for the year 2025.

Message from Mayor Colletti - 5/1/20
Dear Elmwood Park Residents,
It is with great disappointment that I report that after consulting with the Veteran’s Committee, we have no other choice but to cancel this years Memorial Day Parade. As it stands, the Governor’s Executive Order would make it impossible to have an event such as a parade.
Our plan is to have some sort of organized ceremony, once the Executive Order is lifted or relaxed, to honor our veterans, who bravely and honorably gave their lives for our great country.
On a more positive note, I have been collaborating with the Borough Administrator/Police Chief to formulate a plan to re-open our Borough Parks starting this Monday, May 4th.
We would have like to have had them open and ready for Saturday, but due to some logistical issues, it won’t be possible until Monday at around noon.
In the meantime, our County Park, Artesian Fields is open, effective Saturday, as per the Governor’s order.
Please do your best to enjoy what appears to be a beautiful weekend, weather-wise.

The summary of the terms of such bond ordinance follows:

It is hereby determined and stated that said roads being improved are of "Class B" or equivalent construction as defined in Section 22 of the Local Bond Law (Chapter 2 of Title 40A of the New Jersey Statutes Annotated, as amended; the "Local Bond Law").

Information regarding unemployment benefits and stimulus checks
Dear Elmwood Park Residents,
We would like to share some information regarding unemployment benefits and stimulus payments. Please see updates below:
$600 Federal Pandemic Unemployment Compensation (PUC)
* If you are currently collecting unemployment: Residents already collecting unemployment will begin to see their $600 supplemental unemployment benefit arrive April 14 (for the week of March 29th). It will be a separate payment from your regular unemployment benefit, and will continue through July 25.
* New filers: You also will be eligible for the additional $600/week; it will be retroactive to the week of March 29th.
Freelancers, gig workers, independent contractors: While we wait for federal guidelines, we encourage you to apply for unemployment now. Your claim likely will be denied, but your ineligibility for regular unemployment is a prerequisite for receiving benefits due to COVID-19. Additional details will be posted online as they become available. Please visit myunemployment.nj.gov.
Stimulus Payments
Beginning April 14th, the government will send out the first economic stimulus checks of up to $1,200 to eligible taxpayers, beginning with people who have direct deposit set up with the IRS. You'll be able to track your payment with the IRS, through a tool called Get My Payment that the agency will have on its website this week, the IRS.
The IRS will turn on an online tracking tool called Get My Payment by April 17. This online tracking portal will show the status of your payment, including the date it's scheduled for deposit into your bank account, or mailed out to you.

Youth Police Academy 2026
Mission Statement:
The Elmwood Park Youth Police Academy is an educational program designed to help children and teens learn about law enforcement, public safety, leadership, and community responsibility in a positive, hands-on environment. The Elmwood Park Youth Police Academy teaches participants through demonstrations, activities, and teamwork rather than traditional classroom lectures.
Children learn about:
• Police officer duties and responsibilities
• Community safety and crime prevention
• Traffic safety and bicycle/pedestrian laws
• Emergency response procedures
• Teamwork, discipline, and leadership skills
• Respect for laws and civic responsibility
• Communication and conflict resolution
• Physical fitness and wellness
• Drug and violence prevention awareness
• First aid or basic emergency preparedness
The Youth Police Academy also include interactive experiences such as:
• Police vehicle and equipment demonstrations
• K-9 unit presentations

Depending upon the contract price and other exigent circumstances, and upon approval by the Borough Council, there may be additions to or deletions from the aforesaid list. It is hereby determined and stated that said roads being improved are of "Class B" or equivalent construction as defined in Section 22 of the Local Bond Law (Chapter 2 of Title 40A of the New Jersey Statutes Annotated, as amended; the "Local Bond Law").

Letter from Mayor Colletti to residents - 3/27/20

Dear Elmwood Park Residents,
Borough Officials are working behind the scenes, doing whatever is necessary, to support our professionals and department heads who are on the front lines battling the COVID-19 crisis.
A top priority of the Governing Body was to explore options as to how the Borough can assist families that may feel the financial strains of dealing with the collateral issues that this pandemic has caused.
I was able to connect with the owner of Wendy's, located at 231 Route 46 West in Elmwood Park. The owner made a very generous donation to the Borough by providing us with $1,000.00 in food coupons that he will honor at his restaurant for those families that are struggling to make ends meet.
We reached out to our Superintendent of Schools, Mr. Anthony Iachetti, and will be disseminating these coupons to families within the Borough's school district through his assistance. Those families that the school district feels can use the assistance most will be contacted by school officials.
Additionally, the Governing Body, Resident's Assistance Program, Elmwood Park PBA Local 185 and the Elmwood Park Police Department are currently working on a second outreach program that will be announced on Monday, March 30th as we are still working on its final components.
The Borough of Elmwood Park would like to thank Wendy's for their generous donation to the residents of Elmwood Park.
